Description 

This project aims to enhance the impact of the Permanent Interstates Committee for Drought Control in the Sahel (CILSS) in West African food security (access to safe, nutritious and sufficient food), desertification control, and natural resource and water management. The purpose of the project is to build the CILSS’ capacity to carry out its mandate effectively and to ensure its long-term financial sustainability, allowing it to become a specialized arm of the Economic Community of West African States (ECOWAS). The project provides training and counseling services in: leadership and management; human resources management; administration and finance; communications; planning and monitoring and evaluation. Project activities support knowledge sharing and help implement organizational development, strategic and operational planning tools.

Results achieved 

The October 2013 Final Narrative Report reported the following results : i) The training program for CILSS Executives on Management , Strategic Planning and Equality between women and men , led to the establishment of a strategic plan , the adoption and implementation of a policy on equality between women and men, of a communication plan and of a monitoring and evaluation system. Managers have also acquired new skills in planning, delegation, decision-making, mobilization of personnel, coaching and leadership. They are now able to articulate a clear vision, to plan and effectively and transparently execute the mandate of the CILSS ii) Similarly, the training of personnel involved in human resources management and financial management based on results-based management has contributed to a better CILSS performance. iii) Studies / tools developed by the CILSS are used and CILSS’ services are very much in demand by the 13 member states that recognize the value of its services. Political and technical dialogue with partners is strengthened, particularly with the Economic Community of the West African States (ECOWAS), which considers recognizing CILSS as one of its specialized agencies.
