It also enhanced the Pan American Health Organization's capacity to respond to countries' needs in a flexible and rapid manner. The project provided technical assistance to the Caribbean on Health Human Resources, to Bolivia on universal health insurance system and to Cuba, Haiti and the Andean region on the implementation of a generic protocol for influenza pandemic. It also supported work on communicable diseases in Panama and the development of pandemic plans in Uruguay. At a regional level, it provided expertise on HIV/AIDS and institutional development to countries in the Hemisphere.
