Description and results
Description
The project aims to build the capacity of the Ministry of Public Health of the Democratic Republic of Congo in budget preparation and execution. Canada’s support complements and reinforces the Democratic Republic of Congo’s ongoing efforts towards improving public financial management in the health sector at the central level by further extending those efforts to the central and provincial levels. The project is designed to establish an efficient gender responsive public financial management system for the health sector at central level, and develop provincial level gender-responsive health medium term expenditure frameworks in all provinces. Key activities include capacity building for budget preparation within the Ministry of Health at both levels. The project focuses on training and the provision of technical support to adapt the methods and techniques developed at the central level to the provincial, so that the templates and tools used are coherent but adapted to the specific conditions of the provinces.
Results achieved
Results achieved up to March 2012 include: eight central level officials from three departments and 12 provincial level officials trained on the importance of gender-sensitive results based management in the budgeting process for the health sector, and in various technical areas related to the development of Medium-Term Expenditure Frameworks.
