Description 

The project aims to reduce infant mortality through the expansion of routine immunization to all departments of the country. The project has three components: a trilateral vaccination initiative for Haiti, managed by UNICEF in collaboration with the Brazilian government; institutional strengthening by the Pan American Health Organization (PAHO); and strategic reinforcement by the International Development Research Centre (IDRC). This component of the project, implemented by the PAHO and the United Nations Children's Fund (UNICEF), focuses on institutional capacity building within the Ministry of Public Health and Population (MPHP) and its departmental divisions. The key areas of intervention include training of qualified personnel, cold chain maintenance and vaccine management, as well as mobilization strategies for groups targeted by vaccination campaigns. Child mortality is largely related to common infectious diseases which vaccine protection can prevent to a considerable extent. The project helps to contain the spread of epidemics and to preserve Canadian achievements in controlling infectious diseases such as measles and polio. The expected results for this project are: - The MPHP is better fulfilling its formulation, coordination, implementation and monitoring roles, and enhances providers’ structures capacity to offer quality immunization to people; - Management of the Expanded Programme on Immunization is based on use of safe health data and the application of established standards / administrative guidelines; - The MPHP is implementing strategies to enhance the efficiency of the Expanded Programme on Immunization in the field.

Results achieved 

Among the results achieved by December 2013 A) tripartite project is completed since 2009. B) PAPEV project with l'OPS and l'UNICEF has extended for a period of two years following a mid-term evaluation in 2010-11, the recommendations of the evaluation are an integral part of the plan for rephasing the project where DFATD is ensuring its montitoring. During the 2013 fiscal year, the planned activities have been implemented. A brief extension to September 2015 was approved in order to conclude the following activities in 2014-15: Production and distribution of the Manual on the standards and procedures of the ENP, training for all personnel in institutional Technical Standards and Procedures EPI by including health information, Training during MLM for the cadres of the DPEV - implementation of routine vaccination Advanced strategy in 80 health care institutions in support of the Reach Every District (RED) program, strengthening of immunization activities during the Vaccination Week of the Americas (April 2014), - implementation of the plan to strengthen waste management: repair of incinerators, training of operators, staffing and creating tools and protection materials, Distribution of megaphones and timelines for the strengthening of immunization activities (social communication, active monitoring of the target), organizing two workshops for the organizational strengthening and managerial of the DPEV and for the department of the West, supply of vaccine inputs in all departments and health institutions, organization of workshops on monitoring activities of EPI achievement of a final evaluation of the project. C) Project PAPEV with IDRC: the project is complete.
