Description 

This project is Canada's response to the Government of Rwanda's request for assistance in the planning of a large-scale labour-intensive local development program (PDL-HIMO). The project supports studies addressing the way the economic, managerial, and organizational aspects of the program are identified and described, in order to ensure that it is ready for funding from the government and interested donors. Planning for the PDL-HIMO program has already begun, due to funding from the Government of Rwanda. The program aims to rehabilitate or rural infrastructure that promotes environmental protection, increased agricultural productivity, and better marketing of local products. Through these results, combined with the temporary wages for the local labour involved in the works, the program stimulates the local economy, creates new jobs, and reduces poverty.
