Description 

This is a project designed to help build the institutional capacities of Morocco's education system by implementing decentralization and deconcentration. The project aims to support Morocco's education system in its desire to decentralize and deconcentrate authority and responsibility to regional education and training academies (AREFs) and educational institutions. Technical assistance thus supports and advises Morocco's education system in implementing operational procedures and changes to be made in view of Morocco's decision to implement its reform, and especially to establish a decentralized and deconcentrated management procedure.

Results achieved 

Results as of the end of the project (December 2010) include: The Moroccan education system’s internal and external communications were enhanced; a gender institutional strategy was developed and implemented; 10,000 managers of the Ministry of National Education were trained in participative management a management system that encourages employees at all levels to identify and set organizational goals, problem solve, and contribute to decisions that may directly affect them; 7,000 managers were trained in strategic communications and 10,500 managers were trained in results based management. These results contributed to the strengthening of the institutional capacities of the Moroccan education system in its implementation of Morocco’s education decentralisation.
