Description 

Phase III of the Support to Haitian Savings and Credit Co-operatives project (ACOOPECH) continues previous support for Haiti’s cooperative banking movement. Phase III involves creating an association of credit unions (Fédération Le Levier) to provide credit unions with the basic services they need to ensure their viability. This phase focuses on institutional strengthening and governance, modernizing operations, and managing the achievement of results. The project also aims to support the institutions legislated in 2002 to provide oversight and monitoring of the cooperative banking sector. This means implementing a system for managing credit union accreditation, strengthening the legal and regulatory framework, and strengthening the monitoring framework.

Results achieved 

Results achieved as of March 2013 include: The federation of financial cooperatives in Haiti, called Le Levier, now includes 42 credit unions, and 23 service points spread across the country, serving over 440,000 members (an increase of 220,000 members since 2006). In 2006, there were five automated credit unions and there are now 34 automated credit unions and service points. The credit unions linked through a network, allow for improved financial operations within and between the organizations. These results have contributed to strengthening Le Levier as an institution, leading to better management of credit unions, modernized operations, and better quality services for members.
