This fund is designed to improve efficiency, effectiveness and accountability of key state entities, and to exchange know-how and develop capabilities in areas of state modernization. The fund accomplishes this by funding projects that are implemented by Canadian Executing Agencies and local partners to strengthen economic planning and management systems and by improving industrial policies and programs. It also works towards strengthening environmental management models and promotes gender equality and equity through subprojects. The expected end result is an increase in the technical capabilities of key institutions, as well as a marked increase in the level of skill and knowledge of targeted public servants of both sexes.

Results achieved as of March 2014 include: (1) Increased implementation of the Ministry of Agriculture’s National Strategy for Diversified Crop Production resulting in a 12% increase in agricultural production in 19 farms, generating a 30% increase in farmers’ income. The strategy is now being implemented in 117 State Agricultural Enterprises across Cuba; (2) strengthened the supply chain of selected milk production hubs through increased milk production and income of producers in targeted communities. A management model for the dairy industry was put in place and resulted in a 35% increase in the production of milk in participating municipalities, and also generated a 6% increase of women’s employment. This initiative directly affected 810 individuals who work in the industry and indirectly, it improved the livelihoods of more than 4,000 individuals (50% women); (3) the development of a strategy and system to monitor environmental risks and their impact on health in six Cuban provinces, which has contributed to ecological and population studies with sources of polluting agents, and controls of sources of polluting agents in various communities; (4) the development of a Wind Atlas, which will support the planning and installation of small wind generators and more than 1,600 wind turbines to be used for water pumping in the agricultural sector; 5) Experimenting a new food supplement to reduce anemia confirmed its efficiency and led to a recommendation to produce it at a larger scale. The supplement is produced with ingredients available in Cuba will allow Cuba to not only reduce anemia but in the medium term, reduce its dependence on imports and stimulate the national economy. The new product reduced the prevalence of anemia in the two pilot communities from 14,7% to 3,5%.
