Description 

The health management capacity building support project (PARC) aims to improve the governance of Haiti's health system by helping: (i) to develop and implement human resources development policies and strategies in the health sector and (ii) to strengthen health management training systems. The PARC project addresses major weaknesses in Haiti's health system, such as the lack of qualified staff and the lack of adequate systems to manage human resources. Project activities focus on policies and strategies to decentralize human resources and improve management capacities at the central, departmental, and community levels.

Results achieved 

Among the results achieved at the end of the project in March 2014 : The project has allowed the Ministry of Public Health and Population (MSPP) to have a Human Resources Strategic Plan approved by high management of the MSPP. A census of the health workers of all sectors was conducted and an Information and Human Resources Management System has been created as a management tool for the central and departmental level. Moreover, 213 health managers (116 women and 97 men) have been trained and obtained a specialized graduate studies diploma in health services management.
