Description 

Building on the success of the first phase, CIDA continues to contribute to Mozambique's National AIDS Council Common Fund to support the plans and activities of the National AIDS Council. The National AIDS Council works with a variety of stakeholders - including local, national, and international non-governmental organizations, community-based organizations, government ministries, and the private sector - to address the HIV/AIDS epidemic facing the country. It promotes a comprehensive approach to prevention, care, treatment, and support for the people infected and affected by the disease. CIDA is working in close collaboration with other donors and the Government of Mozambique to foster greater policy dialogue, which in turn helps to reinforce efforts for effective, focused aid and long-term development results. Continuous monitoring and evaluation of the common fund is undertaken in coordination with other donors. The results expected from this project include not only nation-wide progress in the area of HIV/AIDS prevention and treatment, but also progress in the Government of Mozambique's ability to manage and administer its health sector, particularly in terms of transparency, sound financial management, and accountability. These improvements are an important factor in ensuring that the Government of Mozambique can maintain the progress achieved.

Results achieved 

Results achieved as of March 2014 include: (1) two nationwide media campaigns were launched: in 2010-2011 one campaign emphasized the risks associated with infidelity, and in 2012, the second campaign focused on fighting sexual abuse of children and combating HIV/AIDS; (2) 2,936,677 youth received voluntary HIV/AIDS testing and counseling; (3) over 50 million condoms were distributed; (4) the number of health units offering prevention of mother-to-child transmission of HIV expanded from 832 in 2009 to 1,213 by the end of 2013; (5) the percentage of pregnant women receiving antiretroviral treatment to prevent transmission of HIV to their children increased from 66% in 2011 to 90.8% in 2013; (6) over 30 journalists and 300 community workers in two provinces attended capacity-building seminars aimed at improving how the media approaches and advocates for, the fight against HIV/AIDS; (7) 85,000 health care workers attended more than 5,000 training sessions on HIV/AIDS counseling and testing; (8) HIV/AIDS is being effectively mainstreamed into government policies, planning and budgeting processes through the National AIDS Council work with key ministries in Mozambique; (9) staff within the Ministry of Women and Social Action attended training on effective gender and HIV/AIDS integration into their annual planning and budgeting processes; (10) 13 vehicles were provided to the provinces in order to ensure effective monitoring of the national response in each province by the National AIDS Council; and (11) 26 mobile HIV testing machines were procured to help speed up test results and HIV treatment. These results have contributed to improving the ability of the National AIDS Council to work directly with Parliament to pass an HIV/AIDS anti-discrimination law , renew its national plan, and ensure that priority sectors in government at all levels include an HIV/AIDS component.
