Description 

This project aims to strengthen central institutions within the government of Haiti. To achieve this objective, the project focuses on the transfer of expertise from the public service of Quebec and the École nationale d'administration publique (ÉNAP) to the Haitian public service. The assistance provided through this project aims to meet the needs expressed by the Government of Haiti, including strengthening public sector financial management, developing a professional public service, and improving the use of information technologies.

Results achieved 

Results achieved as of March 2016 include: 1) the Government of Haiti established its National School of Administration and Public Policy (ENAPP), which boasts 41 Masters level graduates; 2) in terms of government coordination, the Public Sector Management Support Project (PARGEP) provided support to the Prime Minister's Office in establishing some inter-ministerial committees. The inter-ministerial committees' meetings resulted in the identification of the resources required and a work plan for implementing the four pillars of government rebuilding; 3) public financial management training continued thanks to the project support to 17 trainers in the pool of public financial management trainers; 4) The project supported the Ministère à la Condition Féminine et aux Droits des Femmes in reforming its organizational structure, introducing a competency-based approach to managing human resources, developing, adopting and publishing a policy and action plan on gender equality, and managing its documentation centre; 5) in support of the Human Resources Management Office (OMRH), the project helped to improve the management of public documents and archives. draft a management framework and national policy, and prepare a management manual and an implementation plan on document management. The OMRH established a job classification and pay system for the public service and helped improve public financial management by delivering auditing training to the staff of the Inspection générale des finances; 6) in 2015, and during the most recent mission organized under the project, guidelines were developed for strengthening the central strategic planning system, and the authorities in the Office of the Prime Minister of Haiti were provided with a comprehensive response plan; 7) in organizing the “Jeudis de la gouvernance,” in the form of public meetings to address questions on public issues, the project contributed to the transparency of the government’s management; 8) training on techniques and tools for government communications in emergency situations has strengthened the capacity to deal with natural disasters.
