Description 

This project ended ahead of time for administrative reasons. The project aims to build the capacity of 50 participating municipalities to improve delivery of basic services, such as water and electricity, promote democratic and accountable governance, and encourage the involvement of communities and civil society organizations in helping to hold governments to account. The project has two components. Component One is an assessment and training program addressing a range of governance and management subjects, developed and delivered to approximately 1,000 municipal councillors and managers. Component Two is the establishment of a responsive Community Support Fund to support civil society activities that promote citizen participation in local government.

Results achieved 

Results achieved as of March 2012 include: 32 municipalities have completed capacity assessments. These assessments included: a citizen report card, which measured the efficiency and effectiveness of service delivery in municipalities as determined by citizens residing in each municipality; a local governance barometer, which is an innovative tool that allowed local government and civil society to compare key governance performance areas within participating municipalities; and a capacity building strategy for each municipality. The project is now proceeding with the capacity development phase, which will target the weaknesses identified in the municipal capacity building strategies.
