Description 

The Banking Regulation and Supervision Support (BRASS) Project with the State Bank of Vietnam (SBV) aims to strengthen the banking regulatory and supervisory framework in Vietnam in accordance with international standards. The project focuses its efforts on strengthening the institutional and technical capacity of the Banking Supervision Agency (BSA) of the SBV, which has the mandate to regulate, license and supervise banks in Vietnam. The project also supports selected SBV departments that play a key role in supporting BSA in fulfilling its mandate.

Expected results 

The expected intermediate outcomes for this project include: strengthened performance of the Banking Supervision Agency in regulating, licensing, and supervising banks in Vietnam in accordance with international standards (Basel II); and strengthened organizational structure for banking regulation and supervision within the State Bank of Vietnam.

Results achieved 

Results achieved as of the end of the project (November 2018) include: (1) delivery of comprehensive training and capacity building with Vietnamese banks on drafting of new regulations for the banking sector, leading to the creation of two new circulars (on capital adequacy ratio; and on internal control system regulation of credit institutions ) prepared and promulgated by the State Bank of Vietnam (SBV); (2) a guiding framework on implementing risk-based-supervision and a dashboard-based tracking tool were created and tested, for the purpose of assisting SBV management on bringing in better practices and compliance with international banking standards (Basel II); (3) a consultative gender gap analysis was carried out across SBV departments, agencies and units; and (4) a gender equality manual for the advancement of women at the State Bank of Vietnam was drafted and two training sessions on the content of the Handbook were delivered to its staff.
