This second phase of support to Mali's institutional development program is a component of the Canadian support program for the reduction of poverty in Mali. This project includes on one hand the provision of financial resources to the Institutional Development Commissionner (CDI) to help strengthen the capacity of key government sectors in order to make them more efficient. On the other hand, a technical support is provided through a Canadian support agency targeting government structures responsible for leading, coordinating and monitoring of institutional reform, (mainly the CDI) in specific areas, such as: i) improvement of methods and procedures for management of key agencies, ii) strengthening the systems and tools of human resource management; and iii) putting in place communication systems and tools. This support is considered essential to enable key administrative entities to adequately perform their duties. As with all budget support initiatives, Canada is working in close cooperation with other donors and the Government of Mali to focus on effective, transparent, and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors, government, and partners, thus helping to strengthen efforts for effective, focussed aid, as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors.

The expected results for this project include the following: a Malian government that is more effective and transparent in its core functions and its sectors, especially the health, education, agriculture and public finance sectors, and in promoting gender equality.

Results achieved as of the end of project ( March 2021) include: (1) 402 managers (of whom 50% women) in the departments involved in integrated sector reforms have increased their skills in terms of results-based management, human resources management, gender equality, and the development, implementation and evaluation of public policies; (2) a public servant compensation system partially based on performance was developed and tested; (3) an employment equity program was put in place in the central public service and in territorial administrations; and (4) three innovative initiatives were selected and funded to meet the challenges of public sector reform: (i) future women senior public servants in Mali; (ii) women’s skills inventory project; and (iii) women citizens’ anti-financial delinquency initiative. The first two aim to promote equity in the public service and increase the representation of women, particularly in more senior positions, by putting in place new human resource management mechanisms. The purpose of the third initiative is to strengthen ties between civil society and the Malian government in order to reduce financial delinquency through this new association. These initiatives are innovative because they introduce new tools and mechanisms within the Malian government to meet the public sector reform challenges identified. All of these results help to increase the effectiveness and transparency of the Malian public sector.
