Description 

The goal of the project is to create a better-trained, more competent workforce and opportunities for poor men, women, and youth to earn a better living. The project promotes the development of technical and vocational education and training programs that meet the needs of businesses. It aims to increase the number of students and trainees enrolled in education and training programs, including students and trainees from poor backgrounds, and the employability of graduates from these programs. The project includes: (1) strengthening the quality and relevance of training in selected public and private training institutions; (2) financing pilot initiatives to better link schools and training institutions, businesses, and the government, in order to expand and improve the training opportunities available; and (3) strengthening the knowledge and skills of key government bodies responsible for managing and overseeing technical and vocational education and training, particularly in the areas of curriculum development, instructor certification, and quality assurance.

Expected results 

The expected intermediate outcomes of this project include: (i) students and trainees, including those from disadvantaged socio-economic backgrounds, obtain essential skills and knowledge from quality, market-oriented skills training and education programs; (ii) enhanced linkages among government, industry, business and training institutions; and (iii) improved management and oversight of the technical and vocational education and training sector.

Results achieved 

Results achieved as of the end of the project (June 2019) include: (1) 368,387 students (of which 73,677 were women) from disadvantaged socio-economic backgrounds received stipends to attend skills training programs. These stipends contributed to an increased access for women and adolescent girls to enroll in technical and vocational education training (TVET); (2) 52,341 (of which 14,095 were women) trainees were enrolled in different diploma short courses (3-6 months long), 98% of the trainees completed the course, and 49% were employed within six months from course completion; and (3) 31,830 workers were assessed through the Recognition of Prior Learning assessment, of those, 24,626 received competency certificates. These results are contributing to increasing opportunities for poor women, men and youth to access quality and relevant skills training to help them find productive and meaningful employment.
