Project profile — Gaza Reconstruction Materials Monitoring Project

The goal of this project is to support the alleviation of suffering and contribute to long-term development in Gaza through the facilitation of the entry of reconstruction materials. This is done through the implementation of a monitoring and verification regime to facilitate the secure, unimpeded access of construction materials into Gaza. The project seeks to support the development of standard operating procedures (SOPs) for the regime as well as the establishment and initial operation of a Materials Monitoring Unit, managed by the United Nations Office for Project Services (UNOPS).

The project is expected to contribute to the reconstruction of basic infrastructure by enabling the secure unimpeded access of construction materials into Gaza as well as an easing of restrictions on movement and access and is also expected to contribute to poverty alleviation and economic recovery.

The results achieved by the end of the project (July 2017) include: 1) The establishment and operation of a monitoring and verification mechanism that facilitated the safe and controlled entry of reconstruction materials into Gaza. 2) Enhanced transparency and traceability of reconstruction materials through a centralized platform that recorded more than 3 million page views since becoming operational in 2014. 3) Support for Gaza’s reconstruction through the processing of 18,680 residential housing assessments and the monitoring of more than 1 million tonnes of cement for reconstruction and construction activities.
