Description 

This project aims to enhance public safety and improve stability in Ukraine by institutionalizing police training, through the development of a sustainable police academy system.. During Ukraine’s Maidan Revolution, in 2014, police brutality and violence fueled mass protests and led to multiple injuries and deaths during the height of the revolution. In the wake of that event, there was considerable public pressure on the new government to completely overhaul and transform Ukrainian police services into an effective, accountable and community-focused institution. Project activities include: (1) providing pre-service and leadership training; (2) supporting media and public outreach, including public perception surveys; and (3) supporting long-term training program development and curricula design, as well as professional development courses, including certification procedures and administrative regulations.

Expected results 

The ultimate aim of the Police Training Assistance Project is to institutionalize police training, via the development of a sustainable police academy system..

Results achieved 

Results achieved at the end of the project (September 2019) include: (1) provided human and infrastructure support, resulting in 1,302 recruits receiving training; (2) supported media and public outreach by helping to develop an annual report that laid the foundation to improve internal and external communication; (3) supported developing long-term training program and curricula design, and professional development courses, including certification procedures and administrative regulations. The Patrol Police Academy (PPA) applied problem-based learning, modular and simulation training, and operated an e-learning training platform to eventually offer training to officers throughout the country; and (4) sustained a network that established the Ukrainian Association of Women in Law Enforcement. The association serves as a body for women law enforcement officers to promote gender equality in the sector across the country.
