Description 

Established in 2009, the Assessment Capacities Project (ACAPS) is a consortium of three major international NGOs – HelpAge International, Merlin, and Norwegian Refugee Council – whose objective is to strengthen and support capacity within the humanitarian system to conduct improved coordinated multi-sector assessments before, during, or after crises. CIDA support to ACAPS will contribute to the development of innovative needs assessment methodologies and tools, the training of practitioners, a roster of deployable assessment experts, and an improved evidence-base for decision-making during humanitarian crises.

Expected results 

Outputs: Improved global policies, methodologies and tools for coordinated multi-sectoral assessments; a global network of assessment specialists with the capacity to promote, support, facilitate and use coordinated multi-sectoral assessments; and improved coordinated multi-sectoral assessments in 14 crisis contexts, through the support or the deployment of assessment specialists and continuous operational learning. Outcome: Mitigated impact of natural disasters and complex emergencies through the provision of more effective humanitarian responses.
