Description 

For several years, countries of the Great Lakes Region have struggled with national and international conflicts and tensions. This is due to the presence of various armed groups with a reach that spans borders, as well as ongoing violence towards local populations that is endemic, particularly in eastern Democratic Republic of the Congo (DRC). There are still close to 4 million forcibly displaced persons in the Great Lakes Region due to conflicts, including more than 800,000 refugees and close to 3 million internally displaced persons. This project seeks to address the emergency needs of vulnerable populations in the DRC, Uganda Rwanda, Burundi, Tanzania and the Republic of Congo. UNHCR's approach in the region seeks to contribute to a safer environment in settlements for displaced populations; strengthen protective mechanisms and increase capacity to respond to the needs of vulnerable groups; support the creation of an environment which is conducive to voluntary return in safety and dignity and which reduces the risks of further displacement; and facilitate the provision of humanitarian assistance through camp coordination and camp management. Key activities include: the provision of basic services, such as water and sanitation, health care, emergency shelter, education, and protection for vulnerable community members. In line with the principles of Good Humanitarian Donorship, the proposed regional allocation provides UNHCR with greater flexibility to meet and prioritize the most urgent needs of vulnerable populations within the region.
