Description

This project provides the US State Department’s Office for Cooperative Threat Reduction with funding to strengthen the implementation of the global sanctions regime and counter North Korea’s sanctions evasion in Africa, Asia and the Pacific, Europe, Latin America, and the Middle East.

Expected results

The expected outcomes of this project include: (1) experts in beneficiary states trained to implement United Nations Security Council resolutions (UNSCRs) constraining North Korean weapons of mass destruction (WMD) proliferation; and (2) build capacity in beneficiary states to implement and enforce UNSCRs on proliferation finance.

Results achieved

Results achieved as of March 2023 include: organized 98 capacity-building events in 82 countries on UNSCR sanctions implementation, maritime sanctions evasion, proliferation finance, and cybersecurity. These engagements provided knowledge and skill development for approximately 7000 beneficiaries. Major themes included maritime sanctions implementation, enhancing counter-proliferation finance practices, training high-risk private sector stakeholders to disrupt North Korean proliferation finance activities, countering North Korean cyber threats to financial institutions, and halting prohibited North Korean commerce and labour activities.
