Description

This project supports the Partnership Fund for a Resilient Ukraine, a multi-donor initiative designed in collaboration with the Government of Ukraine and participating co-donor countries. These countries include Canada, Finland, Sweden, Switzerland , the United States and the United Kingdom. The project aims to strengthen the resilience of Ukraine’s state, civil society, communities, and private sector in the face of Russia’s aggression. It also seeks to better prepare Ukraine for a smoother post-war transition and peace on Ukraine’s terms. This project operates along three mutually-reinforcing components: (a) Resist: fostering cooperation between the Government of Ukraine and citizens living in frontline communities and those in the government controlled areas and sustaining non-violent civilian resistance to Russian aggression; (b) Recover: addressing the early recovery needs of newly liberated communities through community engagement, and addressing local government capacity gaps; and (c) Revitalize: uniting communities and laying the foundation for Ukraine's social, economic, and political post-war transition to sustain long-term peace. Project activities include: (1) helping government coordinate and plan the recovery and restoration of public administration, education, healthcare and other community services and public utilities, such as power and water; (2) supporting local government to install air raid shelters and deliver social services and psychosocial support to protect citizens from the psychological and physical fallout of Russia’s invasion; and (3) working with civil society, government, the private sector and the media to address the invisible impact of the war and Russia’s hybrid tactics to promote a united Ukrainian identity.

Expected results

The expected outcomes of this project include: (1) sustained community cooperation and connections between citizens and the Ukrainian state in front-line and at-risk territories; (2) enabled the Ukrainian state and citizens to support non-violent elements of resistance to Russia's aggression; (3) sustained trust in state institutions and elected bodies by delivering effective early recovery in liberated areas; and (4) united and prepared target communities for post-war transition.

Results achieved

Results achieved as of March 2023 include: (1) supported 51 communities in repairing and restoring 25 war-damaged public buildings and community infrastructure, including hospitals and schools. As a result, children are returning to school, patients are receiving life-saving medical care, cultural centres used for community engagement, and local governments can provide services to their populations; (2) supported the National Information Bureau to set up a hotline and missing persons platform. This hotline has supported 63,231 people with information services on the captivity of military personnel and missing persons; (3) provided grants to 8 non-governmental organizations focused on improving the cohesion between residents and local government in their communities; (4) facilitated 46 engagements through dialogue and consultations between authorities and citizens, and Civil Society Organisations. As a result, 309 citizens and activists, including underrepresented groups, participated and helped develop 2 inclusive Recovery Plans; and (5) 1,476 people (953 women and 523 men) participated in training on psychological resilience and first aid provided by non-governmental organizations, contributing to a sense of security and trust in the state to provide safety services.
