Description 

The purpose of this project is to increase public security in Haiti by impacting homicide and kidnapping rates, the annual level of victimization and the feeling of insecurity. This project is a Canadian contribution to the United Nations multi-donor basket fund for security. It focuses on improving and rapidly increasing the Haitian National Police’s capacity to redress insecurity, ensure law enforcement and reduce institutions’ vulnerability. Project activities include: (1) supporting the definition of more feminized profiles in recruitment; (2) rehabilitation of 15 to 20 police stations and sub-police stations in the West Department; (3) supporting the design of specialized training modules on various aspects of criminal investigation; (4) training and mentoring for the personnel of the anti-kidnapping unit; and (5) setting up the infrastructure for the creation of the cybercrime unit. This portion of the project is also tied to P-011099-001 and P-011099-003.

Expected results 

The expected outcomes of this project include: (1) improved performance, good governance and compliance with the administrative and logistical management procedures of the Haitian National Police; (2) ensured the Haitian National Police is adequately trained, with better representation of women, and also ensuring the Police is supported to increase recruitment, training and retirement capacities, including career development policies and retirement plans, to meet the needs of various services; (3) ensured the operational capacity of the police and the delivery of basic services by the Haitian National Police is strengthened and accompanied by infrastructure rehabilitation; (4) ensured the fight against organized crime is more effective; (5) ensured general and criminal intelligence services are expanded, and valuable for all Haitian National Police operations; and (6) ensured the procurement of priority equipment strengthens the HANP’s anti-gang and crowd control capabilities. The expected ultimate outcome of this project is to improve public security by strengthening the capacity of the Haitian National Police.
