Description 

The project aims to increase respect for human rights in Peru—particularly for women, indigenous and rural people, human rights defenders, and Venezuelan migrants. It supports the Office of the United Nations High Commissioner for Human Rights (OHCHR) to monitor and report on violations. Project activities include: (1) improving the UN country team’s early warning analysis and prevention capacities; (2) improving technical and strategic advice to government authorities to promote human rights and meet its obligations in line with international standards; and (3) providing technical and strategic advice to human rights defenders and civil society to advocate for and influence the state’s and others’ protection of human rights.

Expected results 

The expected outcomes for this project include (1) improved protection of human rights by public institutions in Peru—particularly for women, indigenous and rural populations, rights defenders, and migrants; and (2) enhanced participation of civil society, human rights defenders and communities to safely advocate for and influence state and others’ protection of human rights—in particular for women, indigenous and rural populations, and migrants.

Results achieved 

Results achieved as of March 2025 include: (1) strengthened government capacity for policy design and service delivery using a human rights-based approach. This contributed to the development of Peru’s first National Human Rights Policy, which will remain in effect until 2040; (2) trained over 200 public servants in the justice system on international human rights standards. This included a core group of 60 high-level officers from the Human Rights Prosecutor’s Office, who received training from international experts; (3) supported the operations of the UNHCHR team in Peru to monitor and document incidents potentially involving human rights violations, including demonstrations, protests, and over 2,000 settlements and agreements related to social conflicts; and (4) the implementing agency renewed its mandate until 2028, ensuring continued support for these efforts.
