Description 

October 2023 - On April 15, 2023, armed clashes broke out between the Sudanese Armed Forces and the Rapid Support Forces, leading to mass displacement within and outside of Sudan, as well as significant protection violations and a lack of access to basic food, water, health, nutrition and other services for vulnerable people. The clashes have increased humanitarian needs within Sudan and its neighbouring countries, many of which had been experiencing protected crises before the outbreak of this conflict. This project supports independent third-party monitoring of Canada's 2023 humanitarian assistance funding in Chad, South Sudan and Sudan. Findings aim to support Global Affairs Canada (GAC) in better understanding the impact and efficiency of these programs and ensure their implementation as planned. Project activities include designing monitoring activities across several programmatic areas. These include food distribution, integrated nutrition, protection, shelter or non-food items or camp management, water, sanitation and hygiene, transportation or multi-sectoral support.

Expected results 

The expected outcomes of this project include: (1) strengthened monitoring capacity of GAC-funded humanitarian partners in the countries most affected by the Sudan crisis; (2) increased oversight and visibility at local, country and regional levels of GAC-funded humanitarian assistance to people affected by the crisis in Sudan; and (3) increased accountability to affected populations through improved and standardized monitoring of the assistance provided. The expected ultimate outcome is lives saved, suffering alleviated, and human dignity maintained in countries experiencing humanitarian crises or acute food insecurity.
