Description 

The Global Program for the Blue Economy (PROBLUE) aims to help developing countries build their coastal economies while ensuring the protection of marine biodiversity and the sustainable use of coastal resources. This project is a World Bank-managed, multi-donor trust fund that aims to achieve integrated and sustainable economic development in healthy and productive oceans. The blue economy refers to the sustainable use of ocean resources for economic growth, improved livelihoods and jobs, and ocean ecosystem health. Project activities include: (1) managing fisheries and aquaculture; (2) tackling marine pollution, including plastics; (3) developing sustainable key oceanic sectors such as tourism, maritime transport, and offshore renewable energy; and (4) building the capacity of local governments to manage their marine and coastal resources in an integrated fashion to deliver more long-lasting benefits to countries and communities.

Expected results 

The expected outcomes of this project include: (1) protected and improved marine biodiversity; (2) reduced poverty through the sustainable use of coastal resources and marine biodiversity; and (3) improved gender equality in leading biodiversity conservation efforts.

Results achieved 

Results achieved at the end of the project (March 2026): During the International Biodiversity Program funding period to PROBLUE (FY2024–26), PROBLUE delivered strong results at scale. PROBLUE-supported analytics informed 65 World Bank operations, contributing to US$24.6 billion in development financing, while strengthening regional blue economy engagement in 18 countries. Over the same period, PROBLUE informed 64 policies, strategies or plans, delivered 486 capacity-building events, trained nearly 22,000 participants, almost half of whom were women, and reached approximately 104 million beneficiaries through World Bank operations. PROBLUE also remained highly catalytic, with every dollar invested helping unlock more than sixty-six dollars in World Bank financing, and US$116 million in total public and private financing mobilized through PROBLUE-supported operations over the two-year period. PROBLUE also made strong progress across its four core pillars, advancing integrated, inclusive and biodiversity-positive blue economy outcomes at global scale: (1) under fisheries and aquaculture, PROBLUE strengthened governance, analytics and policy dialogue to address overfishing and promote sustainable aquaculture, informing reforms and investment pipelines that support livelihoods, food security and long-term resource sustainability across multiple regions; (2) in tackling marine pollution, particularly plastics, PROBLUE delivered policy tools, diagnostics and financing frameworks that enabled countries to reduce plastic leakage, advance circular economy solutions and strengthen engagement in global negotiations, while guiding national policy and investment planning; (3) through sustainable oceanic sectors, PROBLUE supported greener maritime transport, more resilient and inclusive coastal tourism, and offshore renewable energy planning, helping countries unlock growth and jobs while managing environmental and social risks; and (4) through integrated seascape management, PROBLUE strengthened local and national capacity to manage marine and coastal resources in a coordinated manner, advancing marine spatial planning, nature-based solutions and ecosystem valuation to improve climate resilience and biodiversity conservation. Across all four pillars, PROBLUE also deepened its impact on gender equality and biodiversity, priorities that were particularly strengthened over the final two years of this contribution. Portfolio-wide analysis shows a marked increase since FY2023 in activities directly addressing biodiversity outcomes, alongside full integration of gender considerations across the portfolio. Together, these results demonstrate that PROBLUE is delivering inclusive and biodiversity-positive blue economy outcomes at scale, and that Canada’s targeted support helped reinforce gender-responsive and nature-positive approaches across the program
