Description 

The transition period following the establishment of the Presidential Transition Council (PTC) and the appointment of the transitional government is crucial for the stabilisation and recovery of Haiti. The transitional authorities must put in place transparent governance practices and implement their action plan, including communicating to the population the progress made towards the priorities identified. The aim of this project is to provide technical support to the transition authorities in Haiti (ministries, prime minister's office, PTC) to put in place programmes and policies to ensure the continuity of essential public services and to work towards advancing priority areas for a successful political transition. The project aims also to set up mechanisms for transparency and accountability within the government and to support inclusive citizen participation to enable Haitian people take ownership of the transition process. Finally, the project also aims to build the capacity of women in key governmental positions and promote gender equality in public administration.

Expected results 

The expected outcomes for this project include: (1) technical support to the transitional authorities in Haiti in establishing their structures and operations; (2) capacity building of the transitional authorities in identifying and prioritising urgent challenges (security, economy, social services) and developing a realistic and measurable action plan; (3) the introduction of transparent and accountable governance practices in order to promote public trust; and (4) the promotion of gender equality within the public administration, in particular through the integration of gender in the development and implementation of public policies and programmes.
