Description 

The aim of this project is to improve the capacity of Ukraine’s Central Elections Commission (CEC) to administer and coordinate free and fair elections across the country. One of the project’s components is designed to provide technical assistance to the CEC to help it implement an effective and comprehensive training program for all elections staff across the country. This includes the launching of an online platform for delivering training to elections staff working outside of Kyiv at the regional, district or precinct levels. The project’s second component promotes cooperation between the CEC and civil society groups with the aim of increasing voter rights awareness and disseminating information on legal elections procedures.

Expected results 

The expected te outcomes for this project include: increased confidence in election processes in Ukraine, both within the country and internationally; increased voter participation and civil society engagement in election activity in Ukraine. Ultimately this project seeks to improve the coordination of free and fair electoral processes in Ukraine.

Results achieved 

Results achieved as of May 2014 include : i) the training of 1000 election commissioners, representatives of the political parties, candidates and journalists from across Ukraine on key electoral procedures; ii) the development and implementation of a special on-line training program for elections commissioners, offered to approximately 5000 user ahead of the 2014 presidential elections; iii) an extensive voter awareness campaign ahead of both the 2012 parliamentary elections and of the 2014 presidential elections, including through video and audio ads (on 17 national TV channel, 30 regional TV channels and 22 radio stations), the distribution of manuals and posters, internet advertisements and information on the Central Elections Commission’s website (access over 57,500,000 times) and activities by civil society organizations. These have contributed to the Central Elections Commission’s institution readiness for the 2012 parliamentary elections and the 2014 presidential elections in Ukraine.
