Description 

The mid-term evaluation of the Joint United Nations Programme on HIV/AIDS’ (UNAIDS) Agenda for Accelerated Country Action for Women, Girls, Gender Equality and HIV reviews progress in the implementation of the Agenda. It evaluates the difference it has made in countries, with a focus on each of the three recommendations of the Agenda: (i) to jointly generate better evidence and increased understanding of the specific needs of women and girls in the context of HIV and ensure prioritized and tailored national AIDS responses that protect and promote the rights of women and girls; (ii) to reinforce the translation of political commitments into scaled-up action and resources for policies and programmes that address the rights and needs of women and girls in the context of HIV, with the support of all relevant partners, at the global, national and community levels; and (iii) to champion leadership for an enabling environment that promotes and protects women’s and girls’ human rights and their empowerment, in the context of HIV, through increased advocacy and capacity and adequate resources. The mid-term evaluation also provides an opportunity to make changes to strengthen the implementation of the Agenda moving forward. The mid-term review gathers data through a desk review of relevant documents, interviews with key stakeholders, and country missions. CIDA support facilitates the collection of information from country missions. Country missions give concrete examples of where UNAIDS is excelling in its global, regional, and country responses to women, girls, and gender equality. The missions also provide feedback on where more work is needed to fully implement the Agenda for Accelerated Country Action for Women, Girls, Gender Equality and HIV.

Expected results 

Although initiatives such as these serve as important mechanisms to support the effective delivery of Canada’s development assistance, no direct development outcomes are attributable to them.

Results achieved 

Country missions were undertaken in two countries; Zambia and Djibouti. The evaluation group undertook five-day missions in each country to gain a detailed understanding of how the Agenda for Accelerated Country Action for Women, Girls, Gender Equality and HIV had been implemented, what challenges remained, and used the information to formulate recommendations on what course correction is needed.
