Canada provides budget support to the Government of Mozambique in order to contribute to the reduction of absolute poverty and to encourage rapid, sustainable, and inclusive economic growth through the implementation of its 2015-2019 Five-Year Plan (PQG 2015-2019). Activities undertaken through the PQG 2015-2019 include improving budget planning for poverty reduction, delivery of basic social services, strengthening technical and managerial expertise, and improving public financial management and oversight. As with all budget support initiatives, Canada works in close cooperation with other donors and with the Government of Mozambique to increase the efficient and transparent use of public resources, promote donor coordination, and strengthen mutual accountability. General budget support also provides the opportunity for Canada, the Government of Mozambique, and other donor partners to engage in productive policy dialogue, helping to focus on long-term development goals.

Results achieved by the Government of Mozambique with the support of CIDA and other international donors as of May 2013 include: The economy of Mozambique grew by 7.4% in 2012, with gross domestic product increasing from $US 9.97 billion in 2009 to $US 14.6 billion in 2012. This is one of the highest rates of growth in Africa. These increases were led by growth in the extractive sector and in agriculture, as well as reforms in the business environment to encourage more private sector development and create more job opportunities for Mozambicans. Mozambique joined the Extractive Industry Transparency Initiative and approved new anti-corruption laws, which will improve transparency and information about the management of public goods and enable citizens to hold governments to account for their decisions. Overall, health and education services continued to improve in quality and reach. For example, the number of maternal and child health workers went from 61 per 100,000 inhabitants in 2009 to 68.2 per 100,000 by the end of 2012; HIV/AIDS rates appear to have levelled off at 16% after several years of increases; the gross enrolment rate in eighth grade is 48%, up from 21.4% in 2005; and the enrolment rate in grade one increased from 69.7% in 2011 to 72% in 2012. As a result of all these achievements, more people in Mozambique have access to and benefit from government services. Mozambique is also on stronger footing to continue growing its economy in 2013, which will contribute to reducing poverty.
